It will serve as a deterrent to people intending to threaten the kingdom&amp;#39;s security,&amp;#160;said the report.&lt;/P&gt; &lt;P&gt;Since punishment is individual in accordance with the Constitution, the citizenship of dependants such as children, wife and others, will not be affected.&lt;/P&gt; It could take us months or up to a year, and we could become the majority," he added at a Cairo news conference alongside other founding members of the party including novelist Alaa Al Aswany. &lt;/P&gt; &lt;P&gt;ElBaradei has been a prominent figure in the Egyptian reform movement since he returned to Egypt in 2010 and challenged Mubarak's rule by calling for political reform. He has been consistently critical of the army council ruling Egypt since Mubarak was toppled by mass protests in February, 2011. &lt;/P&gt; &lt;P&gt;His supporters viewed him as the man to replace Mubarak as president but he was criticised for failing to build grass-roots support. His withdrawal from the presidential race was seen in large part as an admission that he could not win. &lt;/P&gt; &lt;P&gt;ElBaradei justified the decision by saying he could not take part in an election unless it was held within a real democratic system. &lt;/P&gt; &lt;P&gt;The presidential election is scheduled to go ahead on May 23 and 24 with a run-off between the top two candidates in June. &lt;/P&gt; &lt;P&gt;The front-runners include former Arab League chief Amr Moussa, Mohamed Mursi, a politician from the Muslim Brotherhood, and Abdel Moneim Abol Fotouh, a former member of the Islamist group. &lt;/P&gt; &lt;P&gt;The Brotherhood and more hardline Islamist parties dominated legislative elections - Egypt's most democratic in six decades. &lt;/P&gt; &lt;P&gt;Parties with leftist or liberal ideologies meanwhile struggled to make headway in a country where politics was mostly crushed for decades. &lt;/P&gt; &lt;P&gt;Mustapha Kamel Al-Sayyid, a professor of political science, said the new party had come too late. I know that councillors have had minimal sleep since last week.&amp;#39;&lt;/P&gt; &lt;P&gt;The amendments were held up in parliament for three months due to disagreements on some articles, before being voted on by MPs two weeks ago.&lt;/P&gt; &lt;P&gt;Parliament approved 19 of them with some tweaks, but did not approve one establishing minimum education requirements for potential MPs and another allowing the government to fast-track &amp;#39;urgent&amp;#39; legislation.&lt;/P&gt; &lt;P&gt;The Shura Council yesterday followed MPs&amp;#39; lead by failing to approve the same two amendments.&lt;/P&gt; &lt;P&gt;Justice, Islamic Affairs and Endowment Minister Shaikh Khalid bin Ali Al Khalifa told members of the Shura Council yesterday that Bahrain&amp;#39;s democratic reforms would continue.&lt;/P&gt; &lt;P&gt;&amp;#39;Reforms by logic are ongoing and will not stop,&amp;#39; he said. &amp;#39;It is always up to the people to seek them through proper channels. The National Assembly proved to everyone that it is a real representative of the public&amp;#39;s will. It (calls to increase parliament&amp;#39;s powers) all started in the National Dialogue in July and in less than a year it has become a reality.&amp;#39;&lt;/P&gt; &lt;P&gt;The head of the Shura Council committee charged with reviewing the amendments said it was a massive step in the right direction.&lt;/P&gt; &lt;P&gt;&amp;#39;Bahrain has a taken a huge step forward with those amendments and the future has more reforms lined up for the people,&amp;#39; said legislative and legal affairs committee chairwoman Dalal Al Zayed.&lt;/P&gt; &lt;P&gt;Meanwhile, Shura Council member Ali Al Asfoor said opposition groups such as Al Wefaq National Islamic Society - which pulled its MPs out of parliament last year in protest during the height of unrest and walked out of last summer&amp;#39;s National Dialogue - had missed out as a result.&lt;/P&gt; &lt;P&gt;&amp;#39;They would have certainly helped give the amendments a better spectrum, but it is not the end of the road and they have a chance on new amendments that will come in future,&amp;#39; he said.&lt;/P&gt; &lt;P&gt;Under the approved amendments, the National Assembly will have the power to reject a four-year plan presented by the Cabinet at the beginning of each legislative term and order HRH the Premier to present a new one.&lt;/P&gt; &lt;P&gt;Two-thirds of parliament will also have the right to take a vote of &amp;#39;no confidence&amp;#39; against HRH the Premier if MPs feel they can&amp;#39;t co-operate with the Cabinet.&lt;/P&gt; &lt;P&gt;Parliament&amp;#39;s chairman will take over as chairman of both chambers in the National Assembly, a role previously occupied by the Shura Council chairman.&lt;/P&gt; &lt;P&gt;MPs who resign from parliament will be prevented from running again in the same four-year term, unless parliament decides otherwise.&lt;/P&gt; &lt;P&gt;Shura Council members will be appointed by the King through criteria he will determine and announce before selections are made.&lt;/P&gt; &lt;P&gt;For parliament to be dissolved, consent must be forthcoming from the parliament, Shura Council and Constitutional Court chairmen - besides the King and the Prime Minister.&lt;/P&gt; &lt;P&gt;Labour Minister Jameel Humaidan described the decision as a &amp;#39;milestone&amp;#39; for the private sector.&lt;/P&gt; &lt;P&gt;&amp;#39;The differences between the two legislative chambers are not huge and I believe that councillors should pass parliament&amp;#39;s amendments on the two conflicted articles,&amp;#39; he said before the vote.&lt;/P&gt; &lt;P&gt;&amp;#39;The new law will revitalise the private sector labour market in a way that will take Bahrain to unprecedented heights, considering it would give more rights to employees - besides ensuring that employers&amp;#39; rights are protected at the same time.&amp;#39;&lt;/P&gt; &lt;P&gt;The law will be referred to His Majesty King Hamad for ratification and will be implemented on the same day it appears in the Official Gazette.&lt;/P&gt; &lt;P&gt;Under the law, female private sector workers would get 60 days of maternity leave instead of the current 45.&lt;/P&gt; &lt;P&gt;They would also be entitled to another 15 days off without pay if additional time was needed, in line with their counterparts in the government sector.&lt;/P&gt; &lt;P&gt;Contracts signed under the existing law would have to be updated to include benefits granted under the new legislation.&lt;/P&gt; &lt;P&gt;However, if employees actually lose benefits as a result new contracts have to be drawn up.&lt;/P&gt; &lt;P&gt;Failure to implement proper health and safety standards at work could carry jail sentences of up to three months and fines of BD500 to BD1,000, or both. The punishment is doubled for a repeat offence.&lt;/P&gt; &lt;P&gt;Meanwhile, employees would be granted sick leave within a year of up to 15 days with pay, 20 additional days with half pay and 20 more days without pay.&lt;/P&gt; &lt;P&gt;The sick leave could be extended by up to 182 days if ordered by a medical commission.&lt;/P&gt; &lt;P&gt;Employees aged 15 to 18 who are not working on a professional contract would also get 30 days&amp;#39; &lt;/P&gt; &lt;P&gt;Sanne van den Bergh, field office director for the Carter Center in Egypt, said the group had not been formally notified of the decision to deny it a licence "but we are aware of the media reports about it and we are looking into them". &amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; &lt;/P&gt; &lt;P&gt;The Egyptian decision came on the same day that Interpol's headquarters in France refused a request by Egypt to issue worldwide arrest warrants for 15 employees of a number of US-based non-governmental organisations that operate in Egypt.&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; &lt;/P&gt; &lt;P&gt;Under the military rulers who took over after Mubarak fell a year ago, Egyptian authorities have pursued an even tougher line, raiding NGOs' offices and pressing criminal charges against a number of Egyptian and foreign NGOs.&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Sama'an said.&lt;/P&gt; &lt;P&gt;She said once she came to know of the intrusion she contacted the Foreign Ministry in Bahrain, the Foreign Office in London as well as the diplomatic police, who immediately sent a team to deal with the two people.&lt;/P&gt; &lt;P&gt;Sama'an said the issue took longer than usual to resolve as the two men were threatening to jump off the fifth floor if police approached them.&lt;/P&gt; &lt;P&gt;However, once they realised that there was no way out they gave themselves in voluntarily and were led by police handcuffed. The laws are gradually changing and becoming labour-friendly," said Migrant Workers Protection Society chairwoman Marietta Dias.&lt;/P&gt; &lt;P&gt;"We have an average of eight to 10 domestic workers housed at our shelter because of different cases such as abuse or being exploited by unscrupulous recruiting agents," she added.&lt;/P&gt; &lt;P&gt;She met Labour Market Regulatory Authority (LMRA) chief executive Ausamah Abdulla Al Absi yesterday to discuss the progress of new job contracts for domestic workers that stipulate their rights and duties.&lt;/P&gt; &lt;P&gt;The key document which is in the final stages will state conditions to recruit domestic workers that should be followed by employers and manpower agencies.&lt;/P&gt; &lt;P&gt;"We are ready to discuss and provide our feedback to LMRA for its unified contract for domestic workers that stipulates their rights and duties," said Dias.&lt;/P&gt; &lt;P&gt;However, unionists are urging authorities to make vital amendments to the country's labour law to protect migrant workers from exploitation.&lt;/P&gt; &lt;P&gt;"There is no doubt in crisis situations like in Libya it is important to repatriate domestic workers," said a General Federation of Bahrain Trade Unions spokesman yesterday.&lt;/P&gt; &lt;P&gt;"But at the same time, we should not ignore their rights in such situations such as receiving their full settlements. We have always called for the protection of domestic workers, who continue to be excluded from Bahrain's labour law."&lt;/P&gt; &lt;P&gt;The ADD-II featured proposals and discussions by labour-exporting countries, including Afghanistan, Bangladesh, China, India, Indonesia, Nepal, Pakistan, the Philippines, Sri Lanka, Thailand and Vietnam and labour-importing countries such as Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, Singapore, the UAE and Yemen. Japan, Malaysia and South Korea took part as observers.&lt;/P&gt; &lt;P&gt;Philippines Labour Secretary Rosalinda Baldoz said during the opening of the forum that their nationals continued to face difficulties in repatriating distressed Overseas Filipino Workers (OFWs) amid the Arab Spring that spread across Tunisia, Egypt, Yemen, Libya and Syria.&lt;/P&gt; &lt;P&gt;He said this was due to policies adopted by these countries that require payment to be made to employers and respective governments before allowing OFWs to leave.&lt;/P&gt; &lt;P&gt;Meanwhile, a petition signed by hundreds of domestic workers in Bahrain would be submitted to the United Nations Human Rights Council at the Universal Periodic Review of Bahrain in Geneva next month.&lt;/P&gt; &lt;P&gt;The Bahrain Human Rights Watch Society (BHRWS) is spearheading the initiative and will attend the meeting from May 21-25.&lt;/P&gt; &lt;P&gt;"Our goal has always been to ask the government to incorporate domestic workers under the labour law," said BHRWS secretary-general Faisal Fulad .&lt;/P&gt; &lt;P&gt;He said more than 72,000 signatures of domestic workers of different nationalities such as India, the Philippines, Indonesia, Sri Lanka, and Ethiopia were collected in 2010 to call for better protection.&lt;/P&gt; &lt;P&gt;"Some domestic workers are paid about BD45 ($119) per month and work for more than 12 hours without proper rest," he said.
